I have converted Linda's letter to text and published upon permission the contents. I have highlighted the element that indicated completion dates however, on judgement of the comments, i personally would consider the following:
- Use of the word 'estimate' - leaves the completion date open and doesn't guarantee completion this year.
- Once the structure is complete - does this include the time to complete remedial repairs
- Definitive completion date - is this prior to the Licence de Habitation being granted, we personally will not to complete until this has been granted which can take some time to obtain (for info, view earlier threads)
However....chin up, at least we are beginning to see light at the end of the tunnel !!!!!!

For your information, the Urban Arrangement General Plan (Plan General de Ordenacion Urbana) of Jumilla was approved, and on the 18th of March 2005, it was published in the Government Reports of the Region of Murcia (Boletin Oficial de la Region de Murcia) and took effect on the 9th of April 2005.

The Governing body of the Town Hall of Jumilla, celebrated assembly that took place on the 5th of June, 2006, in which they decided on the approval of the Certificate of Urbanization on the sector “Santa Ana del Monte, Jumilla Golf”.
The Assembly celebrated during the month of August 2006, the Governing body decided on the Initial Partial Plan Approval for “Santa Ana del Monte, Jumilla Golf”.
The Plenary assembly of the Town Hall of Jumilla, in the extraordinary assembly celebrated on the 5th of December 2006, agreed on the Definitive Approval of the File for the Partial Plan “Santa Ana del Monte, Jumilla Golf”, which copy is enclosed to this present document.
The Local Governing body, in Extraordinary assembly celebrated on the 13th of December 2006 agreed on the Definitive Approval for the Program of City-Planning of Urban Action from the E.U and Statutes and Base Project of the Compensation organism of E.U, for the sector “Santa Ana del Monte, Jumilla Golf”.
The assembly celebrated on the 29th of January 2007, the Local Governing body agreed on the Initial Approval of the Project of Urbanization for “Santa Ana del Monte, Jumilla Golf”.
The building work commenced on the 5th of February 2007 and we estimate completion on your property to take place at the end of this year. Once the structure of your property is finished, we will the provide you with a definitive completion date.
We would like to inform you that San Jose gave the opportunity to the first clients, in which you are found, to purchase a property in quality of the model Azucena for an excellent price. The price you paid for the property, has experienced an increase that is shown on the graphic attached.
We are sincerely sorry for the delay that such bureaucratic proceedings have caused in the completion of your property but we will do everything in our reach to make the delay the minimum as possible.
