I haven't had a response from Luis (the following goes some way to explaining why) but anyone on Andrew Rampton's email list will have received this from him today. I am posting on EOS for anyone who is not on the list.

I met up with Luis on Friday at the cafe bar on the wok buffett 2nd floor
He was actually on his holidays but because he lives in Puerto Rey he said it wasn't a problem - by the way he owns a newly built Dico house ! not Keymare ! does that say anything ? He had a flood on moving in as well so perhaps he should have bought Keymare !
Anyway back to the meeting
Firstly he said that his in box had failed due to the number of emails received just recently - this may explain any lack of answers
He is also experiencing some problems with the email address list given to him by Keymare (some inaccuracies) - the letter was sent by email, to UK postal and Thalassa post box. It would be a good idea to make sure Luis has your correct email address. He is well aware of the required time warning that he has to give to all before a meeting can take place. He said the meeting HAS to take place before 1st April without fail.
He worked over Xmas and was on holiday last week but has still been in the office now and then due to the Thalassa workload. He has to work through getting the site as snagged as possible (not apartment snags though - this is between owner and Keymare). When the community takes over all community snags will be the responsibility of the community.
About 90 units are unsold and on top of this about a dozen units have gone to court due to the delays. About 250 have completed with more happening in next few weeks. So when it comes to the meeting Keymare will have quite a big say so and will have approx 25-30% of the vote - by the way its one vote per unit (providing you are not a debtor) - I would assume by not paying the extra euro 100 you will be a debtor. The euro 100,00 extra applies to those who completed and have had beneficial use (free of community fees) - this 100 is downsized based on when you completed so that those completing nearer to the community meeting will pay nothing. My personal view on this is that we have been in since August and have paid no fees so 100 euros over say 7 months (aug-feb) isnt too bad - so we will be paying it.
I don't understand this part as prior to completion we were asked to pay €150, so it seems strange if someone who completed in August hasn't paid this, yet we have paid it but completed mid October. Another question for Luis to clarify. Noreen Please note that I have just received a PM from someone who also completed back in August, stating that they had to pay their €150 community "set up" fee to Key Mare.
He has amended the pdf showing all units and new community charge build up. I've asked for a copy of this and will forward it once rec'd. It addresses the split of Grupo 1 and 2 evenly but do not think it addresses the split of ground floor garden budget (something which Craig picked up on)
I gave him our direct debit form which he will use to collect the euro 100 and then monthly fee thereafter - he will give notice before the collection of any moneys so that we can make sure we have sufficient funds.
I will resubmit my previous email to Luis towards the end of this week, in the hope that his in box will have been resuscitated.
