Just had a phone call from PW to say that the Certificate of Habitation will not be available for our completion date on 3rd June!   The Town Hall have told them that the Certificate will not available until approximately ten days later.  Our completion date has been booked since 26th March - flights, hotel etc are all booked and PW will not refund those costs. 

They have suggested that we could still complete on 3rd June, they will provide us with the builder's water and power services and we will receive the Certificate ten days later!  Alternatively they suggest that we still travel to Spain as planned to collect our NIE numbers, deal with the snagging etc, and they will pay for the Power of Attorney paperwork to be prepared to allow our Solicitor to complete for us when the Certificate is available.

Not keen to complete without the Certificate - sounds a bit risky - so looks like our only option is to give Power of Attorney to our Solicitor - at least PW have agreed to cover the expense of that!

Not sure whether any of the other completion dates are going to be put back - I always thought first week in June was a bit too soon.  Can't help but think they are trying to rush these completions through instead of making sure that everything is in place before people book flights, holidays from work etc.

WELL IM THE OTHER WAY THEY HAVE TRIED TO BRING MY FORWARD BY 6 DAYS AND SAID EXACTLY THE SAME NO REFUNDS BUT MY SOLICITOR HAS SAID HE WILL NOT ALLOW THEM TO CHANGE DATE, AWAITING CALL BACK.

Why wont they refund, this doesnt make sense, what if they have to delay again- are we all related to Richard Branson and money is no option? I'm sure I have read elsewhere that they refund when changes happen- am I mistaken?  Is it because they can get around this as snagging still needs to be done. I suppose this is also why planning any fixtures and fitting have to wait till you have the utilities swop confirmed. Your only positive from this is that Polaris is a big company so completing without the Certificate may be less dodgy - but I'd take advice on that.

Have taken advice from our Solicitor and they have advised us not to complete without the Habitation Certificate.  Their suggestion is that we still travel to Spain to deal with NIE numbers, snagging etc and at the same time attend their office to sign Power of Attorney and the Solicitor will deal with completion once the Habitation Certificate is available. 

I imagine PW are not refunding cost of flights etc as there is a way round the problem which is less expensive for them - ie. they pay for Power of Attorney to be prepared so Solicitor can complete on our behalf.  Not sure what they would do if we said we weren't willing to do that and insisted that we complete in person.

Read on another thread that PW have now decided to allow us to use the builder's water and power as they did on La Torre - at least this means that we can still go out in August to deal with furnishing and hopefully stay there for part of our holiday.  They did mention this to me and I thought at the time that this was better than we were originally being offered - which was no water or power at all for 30  to 60 days.

Thats useful to know- about the water and electricity. We're due to complete in what would have been a holiday in another part of Spain so we've rearranged that holiday to spend a few days in Murcia but if they delay it'll have been a lot of messing about and additional expense. In our original plans we weren't going to hire a car and now we have to. However I imagine we'd do the same thing and just snag and arrange POA for the completion. We wont get our original accommodation back or anything similar as its Formula 1 racing in Valencia and there are no rooms to be had.

ive said it before and ill say it again...DONT COMPLETE WITHOUT HABITATION LICENCE. have a look at this link below. also make sure the habitation licence is valid..sorry for being negative.

Ace- I agree, meant to say that in my ramble below. You do need everything in place properly before completion. Our only saving grace is that Polaris are a big company that are hopefully working above board. Although a month or so back we were all talking about corruption reports weren't we- so nothing is certain. I know on the general thread that people who have bought with other companies waited longer than they expected for their Certificates and therein probably lies the problem. Its okay being told it'd be sorted within a 10 days or so but if it isnt you are high and dry until it is.
