PROPOSAL TO RE-OPEN THE SPORTS AREA AND CAFÉ/BAR LOCATED IN JARDINS AREA OF CONDADO DE ALHAMA


We would like to make a proposal to the community of Condado De Alhama.
We have been in the preparation stages of negotiating with IRM to purchase and re-open the existing sports area and café/bar in Jardins De Alhama.


As residents of Condado we are fully aware of the difficulties any company would have in attempting to provide these facilities. We feel it is important that these facilities are open and affordable to use by all owners and guests/tenants of Condado De Alhama. We also feel it is important to have a community center café/bar area that reflects local prices allowing for owners to stay on the resort for their entertainment needs.
It is for these reasons along with a deep desire to see the resort operating successfully that we propose the following for consideration to all owners of Condado De Alhama.


A one time membership fee per apartment of 30 Euros.
Community charge increase of 10 Euros per property per month.
The 10 Euro community charge contribution per apartment would allow for 4 nominated members per apartment to receive the owners benefits.
Owners Benefits included in the 10 Euro Contribution.
Free use of all sports facilities, paddle, Tennis, Squash, Basketball
Free use of a fully equipped Gymnasium
Free Towels, showers and bathroom facilities
Free WiFi area
Bar and Café reflecting local prices
Professionally staffed facilities
Insurance for all users and facilities
Exclusive Sports center
Bar and Café and sports facilities would be open from 8AM – 10PM


Closing at 10PM as to not disturb surrounding apartments, also to allow for non competition to The Clover Bar. It would not be in anyone’s interest to put any other business on the resort under pressure. For the true growth of the resort it is important that all businesses on Condado survive.

Bicycle Rentals
Personal Trainer
Tennis and Paddle Equipment rental
Massage
Kids Club
Organized Community events and classes
Book Club
Community center
Weekly rates available to tenants of Condado 10 Euros a week.
 

Terms
Owners can nominate up to 4 users in their membership of 10 Euros a month.
Members must be paying community charges to qualify for free usage terms. The administration will be asked to assist in membership verification and eligibility.
We would request that the community form a committee with us to determine that the entertainment and facilities provided are suitable at all times to the needs of the community.
We request a minimum of a 5 year service contract with the community.
We feel the above proposal is in the best interest of the community. We are prepared to accept the financing offered under the condition that the community contracts the sports facilities on a minimum 5 year contract. If this proposal is accepted we will open the facilities for the summer season of 2011.

Basically very desirable and would love to see it opend, however lots of questions just some below.

 

1.       where is the business plan for this venture

2.       has a full financial analysis been undertaken

3.       has a survey been done to show need beyond anecdotal evidence

4.       who will own it

5.       who will manage it

6.       what about liability insurance

7.       who will be responsible for any debts

8.       who gets any profits from all these services offered

9.       I presume it will require 100% community agreement if it would be owned by the community

10.   Or will it be owned by those that agree to participate only

11.   Will it contravene Polaris Worlds restrictions

I commend you for your great idea and I agree with Phil that there are a lot of questions that need to be answered. 

I personally would love to see the place up and running again, however I would not be happy to pay 120 Euros extra per annum for this. 

There must be a membership charge for people to use the facilities, but this should be paid by the people who wish to use them. Those who dont wish to use the facilities shouldnt have to fund them. I believe the Golf Course is run in a similar way?

 Hmm,

Like Darren I wouldn't be interested in paying €120 a year extra on a facility that should be free to owners, and then pay an extra membership fee on top!

It says that are in negotiations to buy the facility?  If so I guess the increase in fees is so the community then pays their mortgage for them? ( €380k a year!!! ), so after the min 5 year contract they then own the facility and could I guess then sell it at a profit???

There have been a number of proposals to reopen the sports facility over the past year or so but it all went quiet last july time, personally I would prefer either 1) a private company buys it AT ITS OWN EXPENSE.  or 2) The community runs it as a community asset with the profits going to the community to reduce the costs ( as I believe was suggested last year.

Then there always the possibility that with the coming of Paramount Polaris will reopen it themselves?  Talking of which, wasn't there mention of a 4 year buy back clause that would put the blockers on this from the start?

( Mirador Heights - where did this come from?  Surely this isn't the way to go about it? but nice way to try to drum up support )

Great idea in principle, however I am concerned about the sentence 'Community charge increase of 10 Euros per property per month'. I would be totally against a fixed charge imposed on all owners for the following reasons -

- Permanent residents will benefit from it much more than those who only use their properties for occasional holidays. I certainly wouldn't want to pay 120 Euros a year for something I'll only be able to use a handful of times a year. However I'd probably think it was ridiculously cheap if I lived there permanently.

- Elderly owners will be forced to pay for something they will rarely if ever use. 

- Owners with disablities will be forced to pay for something they will rarely if ever use.

- Owners with no kids and with no interest in playing sports or working out in the gym will be forced to pay for something they will rarely if ever use.

So I think the proposal below is unworkable and quite simply unfair. If however a scheme could be devised whereby the cost is related to amount of usage then I'd be all for it. But if I've understood the proposal below correctly, then for me it's a non-starter.  If however I've misunderstood it and the 10 Euro per per property per month charge is only for those who choose to pay it and use the facilities, and it's not compulsory, then please ignore all of the above.

I agree that if its a fixed charge for 5 years on each apartment it may not be acceptable to many people.  In saying that I believe the consensus was that originally the sports centre etc would be free and be paid out of the community funds. But to have a specific extra charge may be too much for some.

I think a more limited charge may get more acceptance, with this topped up with user pays charges.  But I understand it would be much easier to run with set revenues and not worrying about collecting cash for the activities.

I would love the community to have the facilities and even though I would rarely use them I would pay some extra community fees for this.  But not €10/mth unless we have a lot more details on the services provided and the prices for those items which won't be free.  And if there is a flat fee I would not like to think that someone is making a significant profit from the community when a lot of the community wouldn't be using the facilities.

I agree with many of the comments within this thread. Superb idea in principle. I think the majority of owners are desperate for extra facilities on CDA and the proposal represents some forward thinking that is most welcome given the current economic downturn and slow development of resort. I for one would be more than willing to increase my community fees slightly to accomodate such a motion. ( not sure by 10E though plus one off fee?? Bit steep for limited usage) I question the tie in period of 5 years as peoples circumstances may change and feasability of PW ever allowing this to take place given the buy back clause. I would also expect any profits from fee paying punters (such as rentals) to be pushed back into the community pot and in time be subject of further vote for use on other projects such as heating a few pools to extend the holiday season by example.

Nice to see someone putting the cat amongst the pigeons and stirring up some interest around resort changing/improving concepts.

Wonderful idea and I have emailed my support.

You have to speculate to accumulate.

I think the plan needs tinkering with and a share of the profits for the community could smooth things over.

What's next? Build our own clubhouse, then the Oasis. As I remember these were all supposed to be part of the complex supplied by Polaris.

I think  that since we already pay more charges and taxes than we were originally told, we are payingmore than enough.

Why we the community want to pay a private company over €1.9M over a 5 year period to buy and run the facility for their own profit? Oh, plus €10 per property Membership, so that's 30k towards the startup costs covered!  If someone wants to buy it, then why expect us to pay for it!    For that price the community could buy it ourselves?

IF the community were to increase the fees, then it should only be if the community is taking on the facility ( as was suggested last year ) then any profits could be used to offset the costs and hopefully make it self sufficient in coming years.

An interesting proposal and some interesting comments. 

As I’m new to the site and CDA, I’ll apologise in advance if I’ve misunderstood anything.

Personally, 120 EUR a year seems like good value to me for all of the facilities which are being proposed – especially when you consider how much it would costs to join a gym, let alone all of the other facilities potentially being offered for up to 4 people. Will it not also add value to CDA generally, create more interest in the resort and make the properties easier/better to rent?

 However, I do agree with the comments about ownership of the assets and putting the profit back in to the community.  Could this be partly resolved by paying people a salary to run the facilities on behalf of the community?  I assume that if PW or any other company were to run them, the community fees would more than likely be increased anyway to cover those additional costs.  I appreciate that these facilities were supposed to be part of CDA from the outset but I can’t imagine that PW or anyone else would operate the facilities within the current fees.

Without wishing to steal the idea, is this not the sort of thing that Milenium Levante could sort out / operate if people were prepared to pay a few extra Euros?   In any event, I guess any use of the facilities will come down to what rights PW (or anyone else) already has in relation to them.

Thats exactly what was proposed last year, that the community leaaed the facilities from the banks, install a manager to run it, then any profits would be used to reduce the running costs the follwoing year.   If a private company took it over then there would be no effect on the community fees, the community didn't pay towards the cost when it was open and run by Polaris World so shouldn't now if another private company takes it on.  Hopefully when Paramount opens enough people will be around to make it a goin concern,  I'm sure anyone proposing buying it probably think the same.

Agree who ever made this proposal should of gone to mileniun rather than posting it on this forum, but then again perhaps they have?   I believe, from my president, that the community will be reopening talks with the banks regarding these facilites so perhaps something can be done this time

I think its great that someone has gone looking at options to improve the facilities.

But as someone mentioned earlier there should be a detailed business plan backing this up which would make things a bit clearer.

Would love to see it open and in use. However, for me I wouldn't pay 120 euro's per year for something I'm not going to use and I have no intention of rent out appartment either. So for me no value what so ever.

If you want to use it - you should pay for it, if you don't want to use it you shouldn't. We don't get non golfer's paying gee fees...... do we?

This is an excellent idea and in my opinion should be persued . Having to  control such a facility while  not desirable but its there and finished can you imagine if we were looking for it what it would cost us to build.Yes a few things would have to be teased out but the benefits far out weigh the drawbacks. This is an oppertuinity to have a little control as a comunity.
