Hi,
You can apply for the NIA at your local Spanish consolate or, if your in spain, the police station. You'll need the application form, http://www.mir.es/SGACAVT/modelos/extranjeria/modelos_extranje/ex_14.pdf, 2 passport photos, copy or passpost + original, plus something to say why you need the NIA such as a copy of the bill of sale or contract. You can, if you wish, give your solicitor POA and they will do this for you, for a fee.

If going to the police station to pick it up be prepared for a long wait with all the foreign immigrants trying to get there papers updated.
We were lucky enough to go with our Spanish solicitor where he went straight to the front door, had a few words woth the officer on the door then he let us straight in to complete our details. We then received copies of the NIE numbers via email a few weeks later from our solicitor.
