Anyone got their utilities connected via Polaris?? We completed on 23 November, and left the utilities connection with Polaris - as we wouldn't know where to start - but I'm a bit concerned that only the water is on at the moment.
we're coming over the first week of february, when the furniture is being delivered and lights installed etc, but although the Customer Service at PW are very sympathetic - we don't have any leverage and no good news.
They say 30-60 days for the utility connections, and we are now up to 7 weeks - 49 days - so they aren't out of time. We're not very happy that we have paid and completed but can't use it yet - but in the overall scheme of things that will fade, I'm sure.
Just wondered how anyone else is faring out there?.........................

We completed on the 8th January and have also asked Polaris to sort out connections. Hope it doesnot take as long as you.
When we were over on 27th Dec, we got chatting to a lady who has moved on to HR. She also asked Polaris to sort out connections. It was taking a while. She got taking to the security guys on the gate and they told her utilitiy companies were on site most days. They said they would contact her when they saw them so she could have words with them. This is what she did and I think she eventually got connected. We are going over at the end of January and are going to chase up this issue with Polaris.Prob also chat to the guys on the gate
Hope this is of help.

Hi
We completed on the 30th November ( phase 3 clinatrto 4 ) and had deductions for water and electrictity at the end of dec/beginning of Jan, which I assume means they are connected. I spoke to PW yesterday and the lady also thought gas was installed but was going to get someone to check.
We were also informed last week that our snagging list was sorted and ready for inspection.
PW seem to be moving things on well.
cheers
Steve

Hi
we completed in october , Our gaz was on within 2 weeks and water and electric within 4 , the money wasn`t taken from our bank until december. Not sure how much PW know about connections as our keyholder checked out that ours was on but PW didn`t know immediately.
best wishes.

Folks, just regarding those utilities ... Polaris advised me back in early December "We hereby inform you that gas, electricity and water in your plot have been connected." ...
I interpreted this as meaning that everything works ... wrong. eg. Although the gas is connected the boiler is not commissioned (I spent a very cold night in my apartment) ...
Also ... the electricity is connected; but there's no screw-sockets in the ceiling ... just the live & neutral electrical cables dangling ...
T
My status!
- Phase 1; completed 02-Nov-07; mortgaged with CAM; 2nd snag visit failed; apartment unfurnished.

Sorry to hear your story but if it helps we do have a guide for any buyers on Polaris which explains the process and mentions the boiler, wires and the lack of shower cubicals
Just so you know it is not just the boiler you also have to have the heating system and the aircon unit commissioned
A good keyholder helps because somebody has to be present to let the engineers in to do the work
For a copy of the guide mail polaris@inspectahomespain.com

Knew about having to get the boiler commissioned, but didnt know about the heating and air-con!!
We did our snag on 27th Dec, Completed 8th Jan, going over on 1-4th Feb and hoping to do 2nd snag and sign off from Polaris. Not heard about utilities, although when we did snag water was on. Going to try and chases this up when we are over. Any ideas from anyone.
Were thinking of taking some items over and start to put some furniture in. Should this be ok if utilities not sorted ?? and engineers going in? Any advise from other HR residents would be helpful.

Re:
1. Moving in furniture with a snag pending ...
2. Snag list
PaulandJane,
1. Polaris state that they won't enter the apartment to make repairs to a snagged defect if the apartment contains personal effects. I guess they don't want to be held liable for stuff going missing ...
2a. When I went out last week for the 2nd-round of snagging, Polaris' list of snags differed from my snaggers list of snags ... not greatly, but 2 items were absent from the hand-written list that the Polaris guy was carrying on his clip-board.
This is in spite of the fact that when my 1st snag was done, a copy of the snag-list was sent to myself + Polaris.
In any case, Polaris Desarollo would NOT consider fixing these 2 things ... they pointed me to HR_CallCentre where I had to log my 2 items of complaint.
They're not saying I'll have to pay for the repairs ... just that Desarollo as a department will not look after it ... but the 'call-centre' should look after it.
2b. Of the snags that everyone agreed upon; some were just ignored (they were relatively small snags ... nonetheless they were snags) ... the oven door was still scratched for example.
The real problem for me is that I still can't start to furnish the damn apartment ... because there's snagged defects pending repair ... so I'll have to re-visit when Polaris get -the-finger-out ... mildly frustrating ...

polaris will carry out snagging with furniture present but will require you to sign a waiver in which they will not be held responsible for any damage or loss of items
Our advice is never furnish until after the snagging is complete andten change the lock
It appears that Polaris are again playing their old game with what has happened to you
For the benefit of all you should always, as you check the property, make your own list and, when you have finished go back to the office and get them to read their list back to you for checking
Be very carefull with the words used and any remedial action that you agree for example, if a wall or ceiling is uneven the remedial work required may be to resurface or skim the wall however PW may write repaint, which will not resolve the problem, but when you do the 2nd inspection they will say, you said repaint and that´s what we have done
Remember that Spanish Consumer Law requires that the builder repair all snagging defects found within the first 12 months and that defects should be repaired within 30 working days so you are not required to pay and if they refuse ask for a complaints form
All of this information is available in a free guide, which explians what to do if they refuse to carry out snagging and can be obtained by mailing pw@inspectahomespain.com

I see from the threads that boiler, aircon and heating etc have to be checked/commissioned. Is this the responsibility of PW and do they carry this out as a norm as soon as the utilities are connected?

Yes it is the responsibilty of PW and they must issue you with a safety certiicate for the boiler
It is however difficult to co-ordinate as you have to book this with PW and have somebody there so, unless you are coming over, yoo may need the services of a keyholder

Sorry to bother people but we are completing 14th March (Phase 7 - Romero 5) and I need to ask :
- who initiates the connection of utilities
- how soon can it be done or do you have to wait until completion has gone through ?
- what is the process
I would appreciate your advice.
Paul.

Polaris arrange this once you have filled in the forms and bank debits
It can only be done , connected, after you complete as this is the law in Spain
Not sure how long it´s now taking

We completed on 6th December (Jara 215, Phase 4). Still no power, no gas, no lifts!!
The call centre have obviously been watching the TV ads too much - "Maybe Tomorrow......!!
I went over twice in February, luckily, the all deliverymen were very sympathetic and did not complain about having to lug all our stuff up to the 2nd floor. However, as we bought primarily for rental, we are most disappointed that we have now missed the Easter and May bank holidays market!!

Hi,
Don't expect access to the lifts any time soon - we completed in October on Phase 1 and are still waiting for the lift to be commissioned!! After talking to some of our neighbours apparently the reason behind this is because they don't want them damaged when people are moving in! Instead people have to struggle up the stairs and damage the walls instead!
A friend of ours delivered our White Goods whilst we were back in UK and he had to pay a workman 10 euro to help him up the stairs - not impressed!
