Jann refers to a "one off complaint" how does one know when a problem is a one off! the noisy neighbour may have a party once so you ignore it, then they assume all is well so party every week!
I think eveyone has to look at each case as an individual problem and assess the situation, for instance lilos in a pool whilst in breech of pool rules are not necessarilly harming where as Wine Glasses could cause closer of a pool, also noise carries in these gardens the less people are in them the more it carries so people talking late is not really a problem but very loud music in the middle of nights is.
If something is happening that annoys you then you have a right to complain the trick is how you complain sometimes a friendly word is all that is required other times it is best to avoid confrontation especially againt people under the influence as this more often than not agrevates the situation.
In all cases that warrent it Security should be contacted and it does not matter which number, and a report made, if it is Urgent then say urgent or emergency first to get their attention.
If we all report all valid cases of Vandalism, Theft and Nuisance then a pattern can be created and persistant offenders noted on file and relevant action taken if and when required.
For the party goers if you invite the whole garden and adjacent gardens then nobody can complain? for added protection invite the Presidents.
The real trick is we must all learn to live in close quarters and enjoy life to the full but not annoy anyone in the process, so a bit of give and take and an understanding of different cultures does not go amiss.
We pay security a lot of money to protect us so if you need them call them.
