When you say "for safety" do you mean for security purposes?
Shutters has been discussed previously on this forum and the points was made clear that the existing shutters are not effective from a security perspective. In the UK we have LPS1175 standard.. Well its certain these shutters don't conform to any security standard - examine them yourself and make your own assessment. They are useful for privacy and keeping the sun out and also the mossies if you have your bedroom window open.
Some units had sliding doors that could be lifted to open and owners made changes to prevent that. But it turns out that we don't all have the exact same model of doors. My doors can't be lifted. Does your door catch click downwards? - if so it could be vulnerable. Worth testing. There was a lengthy discussion on this community forum concerning the security of patio doors but I've failed to find it. Maybe someone else can point you to it?
As far as I am aware we don't have security issues in DV these days.
n.b. With secure doors its easy to lock yourself on the balcony. Its my worst nightmare - not happened yet ... but one day I'll be calling for help !
